To become a Pennsylvania Notary or Notary in the state of Pennsylvania you need to have the following:
Eligibility:
- Be 18 years of age.
- Live In Pennsylvania and have a work location that has a physical address. P.O. Boxes are not permitted.
- Must hold a United States Citizenship or residency with regular employment.
- Proficiency in English language.
- Have not committed or plead guilty to a nolo contendere (no contest) within 5 years of the application date.
- Must not have a notary commission revoked within 5 years of the application date.
- Pass the notary exam and score 75 or higher.
Take a Pennsylvania Notary Course:
- Must take 3 hour state approved training course. PANotaryprep.com is an approved vendor to provide online training for notaries in the state of Pennsylvania.
- Provide proof of passing an exam (PANotaryprep provides a proof of completion certificate) and send the proof of completion to the Department of State with your completed Notary Application along with a filing fee of $42.
Pass the test and Purchase Bond:
- After Approximately 2 weeks you will receive an approval to test from Pearson Vue.
- After passing your test you will receive your commission and you need to purchase a $10,000 surety bond.
- You have 45 days to complete the bond and take it to the Recorder of Deeds to get sworn in /take the oath.

Failing to appear at the Recorder of Deeds with your completed bond at the given date will require you to restart the process over again.
Appear at the Recorder of Deeds to take the oath:
- After receiving your completed bond, letter and stamp you will take oath to get sworn in at the Recorder of deeds office.
- Once you have been sworn in then you can start notarizing.
- Missing the 45 day deadline nulls and voids your commission and you will have to reapply which can cost your more time and money.
- A $42 non refundable filing fee to process an application for appointment.
- $65 Exam fee.
- The cost of a $10,000 surety bond.
- Notary Supplies ranging from $50 to $100.
It generally takes anywhere from 4-6 weeks to process new notary public applications.
For reappointment one must file 2-3 months prior to the expiration date of your current commission.
This 3-hour course is RULONA-compliant and approved by the Pennsylvania Department of State.
